Meeting Minutes
December 15, 2003, 4:00-5:00PM CST (Teleconference)

1. We discussed the draft of the initial Letter of Agreement (to be
called the LOA hereafter to distinguish it from the more formal Memo
of Understanding we also need to develop). After discussion of
minor editorial issues we agreed on a final “template". This
is to be sent to members of the Executive Committee, along with a draft
copy of the Mission/Goals statement. The Executive Committee members
will then distribute this material to potential participants in their
state. This will allow the members to explain how we are "bookstrapping" the
organization, the purpose of the initial $1000, etc. We will also
forward telling participants to whom to send the signed MOAs and how
to pay the $1000, as soon as we get those details from Internet2. The
idea is for each organization to customize the template into a form acceptable
to their organization, get official signatures, and send the letter plus
$1000 to the address(es) noted above.
2. B.Neas and A.Stunden agreed to meet with L.Burns of Internet2
to develop a response letter accepting Internet2's offer of "incubation" for
a startup period for the NTNC.
3. We received short reports on Lariat (R.Ford) and the Wisconsin/Minnesota
link to Chicago (S.Cawley)
4. We discussed the issue of lobbying for federal support through
our federal liaison officers. Initial efforts were described to
coordinate activity in the Dakotas and Montana. We noted that the
funding cycle for such efforts typically begins early in the calendar
year, and encouraged all concerned to raise this issue, as appropriate,
within their organizations.
5. We talked about developing the full MOU and scheduling the next meeting
(either face to face or by phone) to work on that document. R.Ford noted
that he and Laurie Burns from Internet2 are in the process of modifying
the Quilt agreement into an initial draft for the NTNC, and hoped to
have something for the members to discuss early in January. We
decided to wait to see how this developed, and try to finalize a late
January meeting soon after this draft becomes available.
