   Establish network resources available through I2 (contacts with carriers)
   Architecture (member from each state)
   Establish applications/network requirements (state by state assessment)
   Work out a high-level network design
   Prepare an RFI?
   Directions to technical group: Virtual link from Chicago to Seattle, drops in each state, consider I2 sites, consider mesh structures

   Form a board to set up the organization- rep from each state or larger membership?
   Who are the members of NTNC- use I2 membership as a start
   Press release regarding formation of NTNC, mission and goals
